Floyd L. Jennings, Special Resource Counsel to the Mental Health Division, joined the Harris County Public Defender’s Office in January 2011. Beginning in 2008, he was a consultant to Harris County Court Administration.  Dr. Jennings matriculated at UT Southwestern Medical School in Dallas, from which he received his Ph.D. in clinical psychology in 1972.  He was licensed to practice psychology in 1974, and was a long-time adjunct faculty member at the UT Medical School–Houston (now UTHSC). He went on to earn his J.D. from the University of Houston Law Center and was admitted to the bar in 1996. Dr. Jennings is the author of over thirty-five publications in the area of mental health and law.
